There are a variety of ways to check whether or not it's a scam. One of the best ways is to check it through the BBB (Better Business Bureau). They have a database of certified physical and online businesses. However, the BBB doesn't have every legitimate website in their database. Other databases such as this are Truste.org, Alexa Ranking and i-Cop.org.
Another way to check would be to do a Google search for reviews on the website. I often use this to determine the credibility of websites, as people who have bad experiences with websites tend to talk about it online. You may also be able to find a physical location, which usually means it's a legitimate establishment.
And another way is to review the website from front to back. Check their privacy policy, refund policy, terms of use, and their contact information. If any of these is incomplete or missing, then consider that a big red flag. You can also try to contact the company if you have any contact information.
However, websites occasionally go down for maintenance, so that may be a reason why it might not be loading.

How to tell if a website is a scam? I ordered something from www.milanoo.com and now the website won't show up anymore. is it fake or scam?
I ordered a dress from www.milanoo.com and it was supposed to be a safe verified site. Now when I go to it, it won't show up anymore. I paid good money for it too ($113.00) My parent's think it's a scam too. anything to tell if it's a scam website?
