obviously the 4c's are what you need to think about, but also the '5th C' the certification. If the stone is for a ring, you are going to want to get a really high quality stone, and sacrifice a little size. If it is for earnings, you can do just the opposite. The higher the quality the nicer it is going to look to the naked eye, and people look at rings more often, and more closely, than they do at earnings. If its for a necklace or a pendant, split the difference.
