You have to add some gathers around the neckline.
And so make "peasant" sleeves, you can replace the ones it came with with wide eyelet, as wide as you can buy--maybe 3-4" wide.
My daughter had to have a peasant top for a ballet competition. The ones the school had found for a program a year prior were no longer being sold, and some of the girls had grown and there were some new additions as well. So we ended up buying plain tank leotards and adding eyelet sleeves as above, and constructing bodices with ribbon lacing that we attached to the front--it was a group project. The finished products looked very good.

What steps would i need to take to transform a child's t-shirt into a peasant style top?
I was thinking I could fold the sleeves under and add 1/4" elastic in between to lines of stitches. But the neckline.... how should I cut that? I don't think it would look right just folding the neckline under. Thank you very much!
