Its a large tank designed to allow solids to settle out of the water.
As such it has an inflow pipe at the top on one end and an outflow pipe at the other end halfway down the tank. The outflow pipe is placed there so that solids settling to the bottom will not be picked up and delivered out the outflow pipe.
There is a drain in the bottom of the tank which is periodically used to empty the settled solids. The deeper the tank - the longer between clean outs and the longer the distance between the inflow and outflow pipes the more chance the solids will have to settle out. There may also be baffles in the tank to slow the water and allow solids to fall to the bottom of the tank
