Windows has a file access audit feature to log when user access certain files. Does Mac OSX have something the same.

I think you can use console where it records all the logs that happens in the MAC, it's found in the utilities.
Not sure if this is what are you looking for or not

Otherwise, I don't you can do exactly what you're looking for OOTB.

I am pretty sure that besides what Tim said, there is nothing else you can do with the software installed out of the box to do a file access audit per user on OSX.
