Google.com/dashboard brings you to a log in screen. You just log in with your Google account user name and password. It shows you what Google services you are using and your data on those services.
You can also just sign into your Google account like you would normally do. Then go to Settings / google account settings. You see something marked "dashboard view data stored with this account". Click on this and it will take you to the dashboard.
