What perhaps may be the most expanding niche of search engine related blogs in 2005, SEO blogs have followed the transformation of the Search Engine Optimization industry in 2005 into a legitimate marketing vehicle for both innovative & traditional businesses. Following the path of SEO out of the link trading and keyword stuffing of yesteryear, SEO blogs have risen to discuss such strategies as link baiting and natural link building, exposing spammers, and picking apart search engine technology patents.
The inaugural 2005 Search Blogs Awards nominations included a handful of SEO blogs from different schools of thought within the SEO community, ranging from SEO Black Hat to Greg Boser’s WebGuerrilla, and from Aaron’s SEO Book to Matt Cutts of Google’s Matt Cutts Blog. Over the reader voting period I did receive some complaints over the grouping of so-called “Black Hat” blogs with a blog from a Google Engineer, but I strongly feel that such grouping is a reflection of the ongoing morphing of our SEO world, and that letting the readers decide on the most valuable blogs will ultimately expose SEO preferences.

Matt Cutts is an anti-SEO and should not even be considered. He works for Google! You think he is really dishing out tips to game the algo? And aside from that he rarely posts.
#2. SEOmoz is great when Rand posts, but is diluted by the other contributors.
#3. Gray Wolf is also very good, although his posts are more often rants than useful SEO advice.
The larger SEO sites (Search Engine Land, Search Engine Journal, etc) are good for search news, but generally lack original insight. Although Danny Sullivan writes some great posts.

I think Rand Fishkin, "The Wizard of Moz", is the best SEO blogger in the world. Seomoz.com has informative, interesting articles for SEOs of all levels and Rand's post are usually the most in-depth on the site.

If it's who's the best blogger that has good SEO technique or best SEO expert that ALSO blogs, then that's two separate answers. The trick, of course, being that someone popular in the community will gain high relevance in Google and other engines based on all the link backs and such - they may not be the best, they're just very popular (which should almost mean they're the best, but that's not always the case). Fake Steve Jobs ranks well in his blog but he's no SEO expert, as an example.
Rand Fishkin is a great SEO "artist" who also happens to have a highly ranked site as well. The way I see it, the guy that can make the most bank (money) contracting his skills has to be one of the top guys else nobody would pay for their talent, right?
I've tried a few different folks, none of which I would recommend as they're techniques are sketchy at best. I like those that are willing to share information for free AND come in and do a job for you (for a lot of money) if you really need assistance.

I need to list at least three. When it comes to posts that make you think, I'd have to say Michael Martinez. When it comes to practical posts that I really enjoy reading, I'd have to say Stoney deGeyter and Jennifer Laycock from Search Engine Guide. And of course there's always Danny Sullivan, but he hardly needs to be mentioned here.
