I'm not sure if you mean literally building the engine (as in the actual code) or building a keyword list. Or, if you're referring to commercial products like WordButler which is $147 per year, available at http://www.wordbutler.com/

I imagine this to be a very time consuming and tedious task, requiring constant monitoring and updating, not to mention quite expensive.
