Why hire a qualified adwords professional?

Hmmm. I wouldn't hire an adwords professional
Adwords depends on several factors to make it work. There are things like the quality score of your page and the age of your ad. The age of your ad is something that is out of anyone's control. Can't age an ad. The quality score of your landing page depends on how relevant that page is to your adwords ad.

Maximizing click through rate takes testing. I suppose that aspect of things can be outsourced

Hiring a Google AdWords Professional is like hiring a licensed mechanic to fix your car, rather than some guy down the street who says he can do it.

Google keeps track of all certified professionals, and the test itself is pretty intense. Certifications expire every two years, however i think they are requiring people to re-up every year in the near future (to ensure that marketers are up-to-date on new AdWords features and tactics).

The truth is, hiring an AdWords Professional is just that. You are hiring somebody who probably knows the "ins and outs" of the AdWords interface. Naturally, there are good and bad managers (just as there are good and bad agencies), so it's always a risk.

Personally, as an AdWords Certified Professional, I would learn it as you go. I won't lie, it does take a lot of time to pick it up, but all of the information that I know (or any other SEM Manager for that matter), has been acquired online through free resources. There is also a wealth of knowledge available in blogs and forums, that should help answer your questions along the way.
