The presence of water makes colonizing the moon a good possibility. It's proximity to Earth makes it much easier to colonize than Mars. It'll be very expensive to colonize and "ownership" of the moon will likely be determined by those who get there first, with a certain weighting towards the more powerful countries on Earth. Hopefully, lunar colonization will be an international undertaking, and ownership will be peaceful and shared.
