Yes, they're planning for their next trip to be by 2018. This time, they plan to build outposts and start working towards being able to send people to Mars.

and parallel to any US effort is the ambitious Chinese space program, which plans an extensive group of manned and unmanned lunar efforts.

(since China will be in a position to outright own the United States soon, NASA may become a subsidiary of the Chinese National Space Administration!)

Probably, but part of this answer depends on the economy. If the US drops into a depression, no way. If the recession last for five years, no way. There will simply be too much public opposition to spending the money necessary to visit the moon.
