Funding is forthcoming but first it will be debated in Congress.

that is an average, NASA Budgets have been fairly static, if there is a new program such as the Constellation too often it means they will cut elsewhere, currently, for the fiscal year it is just under 19 billion, I saw the wikipedia article which gives a 50 year average, obviously a lot has changed in 50 years and with new technology there are things that we can do that were not even thought of 50 years ago. I am not here to correct anyone I am here to get people out of the either/or mode, the way I see it is there has been so many spin-offs due to have to work out problems (IC chips, Velcro, Miniaturization, software patches...) that by having more missions, society reaps the benefits. the problem has been congress too often does not care if it is not in their district or a part of their constituency.

there has been marginal growth in NASA's budget for years I could imagine that Constellation project being pushed back, I personally hope it does not, I fear the more we treat NASA like a stepchild that eventually we will fall behind the world in research and inventions, in a fiercely competitive world with more developed countries such as Brazil joining the club we have to stay competitive and NASA has done much for our country in terms of new inventions. if there is a more advanced technology than the constellation project then I am all for it,but if it comes down to the so-called costs and is debated in congress (like they ever cared about how much something costs) I hope we don't get into either or choices, either fund this or that, I say fund both.

NASA is spending the money on various projects, the ISS is a major component, but also on other projects such as future landers, probes, and propulsion research, James Webb telescope is in the budget ( not the senator, and this is over several years) I do wish we would get out of the either/or choices. the budget documents can be looked at here. http://www.nasa.gov/news/budget/index.html, this can change during the course of a year as there are still questions on the constellation program.
