Khafre´s Pyramid.

Khafre´s look bigger for some simple perspective reasons:
At first sight, the Pyramid of Khafre looks larger than Khufu´s Pyramid. As you approach to the site, the Pyramid of Khafre seems taller because it stands on higher ground (some 10 meters higher), the slope of the pyramid rises at an 53° 10' angle, steeper than Khufu´s Pyramid and also its peak still retain part of the original limestone casing that once covered the entire pyramidal structure. All of which gave the perpective sensation of a viewing a larger Pyramid.
In reality Khufu´s Pyramid is larger, it is the biggest man made pyramid in the world. Khafre´s Pyramid is the second largest of the Ancient Egyptian Pyramids of Giza. Khafre has a base length of 215.25 m (706 ft.) and rises to a height of 143.5 m (470.5 ft).

No, I think it was only a side effect, a benefit derived from the pyramid´s chosen location. Khafre's pyramid is surrounded by an inner stone perimeter wall, inside there is an open courtyard ten meters wide that bounds the four sides of he pyramid proper. Here, there are two diferent entrances to the pyramid.
For this reason some Egyptologists believe that the Pyramid of Khafre was originally meant to be larger and to stand slightly farther north than its completed position.
However, modern scholars doubt this assumption. Like the pyramid of Khufu and others in Egypt, Khafre's structure takes advantage of a rock outcropping to both increase the stability of its core, as well as to conserve the amount of necessary building materials needed for its construction.
