I believe it's the UAE... in particular Dubai.

I read that they're wiring everything up under the pavement so that nobody needs to be the driver if they're in the right kind of vehicle.

In fact, I think I read that in the wired-up zones, they won't let your vehicle onto it *unless* it's a driverless model.
