dont know the actual answer but I did some online research and I going to guess before 2020. I am basing it on the fact that when they come up against storage limits they always seem to find some new way around it, remember the 3.5 inch floppy and the even more primative one before that? now look what you can put on a flash drive compared to that. and the terabyte hard drives that are available for a 100 or so dollars at Frys, it just keeps getting better and better.

If a machine with a 500 petabyte cpu manages 100 billion simulation neurons and learns too speak and reason will you run to the hills or have a conversation?

you know they covered this topic in the terminator films. honestly I think you would have to have some type of built in mechanism that insures that it does not harm humans. if you look at the human species, with all our religions, languages, and so-called cultures, and the nastiness of people if you were a machine that was self aware you might want to put an end to that system. honestly I would lean toward the hills.
