When we see these terms we think of them as being the same. Its like the concept of a glass being half full or half empty. But believe it or not there is a difference between the two.
Meteorologist Andy Tingler of the National Weather Service in Miami. states:
"We use partly sunny in the daytime and partly cloudy at night - because you can't say partly sunny at night."
