I think time is one of those simple, yet complex things to explain. It's one of those made up things that was created by people, in order to keep us on time or on top of things. Time is one of those silly things we can't live with or without. Time is as complicated as trying to define love, but as simple as figuring out how long two people have been together. Time is not an object of our desires, but it's something that's just there and has become part of our lives, whether we like it or not, it's something we cannot live without in any civilized society.

Just imagine how boring life would be without the notion of time.

Just imagine how time plays a role in your every day life. Just because the clock says it's a certain "time of day" you may do certain things, or just because you feel it's the right time.

Time is an interval.

Time is a measurement.

Time facilitates an organized life.

To put it simply, time is an interval, and intervals were created by people. Walk from from point A to point B, and calculate the number of steps you took to get from point A to point B, and the number of breaths you took while walking from point A to point B. Time is a measurement. How long did it take you to get from point A to point B. Time is also a number (ie. what time is it?). Time helps people keep track of things in their life.

To answer your question, "Is time a frame of reference?" The answer is most certainly yes. Examine the below quote, and it explains how time is relative to your activity.

I think of it as an indefinite period.
It can also be defined as a measurable period in which something occurs.

There exist certain fundamental concepts which can not be defined and "time" is one of them. You can check dictionary definitions of this term and you will find that none of them really provide a definition.
