Read http://science.howstuffworks.com/diesel-locomotive.htm for a detailed description of diesel locomotives and how they work. In that article the power of a locomotive with a 4700 amp motor is stated as 3200 HP.
As to the second part of your question, the answer is that on flat terrain, and constant speed, yes. As to going up grades or accelerating, the power of the locomotive is less an issue than the traction, which you have not provided.
