What is the relationship between current and voltage?

How is current measured?

How is voltage measured?

What is the relationship between current and voltage and power?

If there is 2-3 amps and 250 volts flowing through a water, what does this indicate? Is it possible to have 2-3 amps and 250 volts inputting? What does the amps mean?

now if I read this reply voted "best answer" a few more times, I may understand. I have young friends studing this, and electricians for relatives, but I only got As in 8th grade science, not college! :)
