Was the Iran firing of the Shabab 3, a test of strength?

1. The 5th fleet is in the Persian Gulf
2. Israel says that Iran can not be allowed to build a nuclear weapon
3. Obama says the area could escalate into a crisis
4. Russia is saying that everyone should remain calm.
5. Iran claims threats from the US and Israel are pushing testing
6. UN is threatening sanctions.

Was the launch a test of strength?

If you're refering to the launch of the Shabab-3 yesterday, then no, it's not a "test" of strength" ... It's a "show of force".

"Test of Strength" is when you've invented something new and now need to see if it works, but the Shabab-3 is just a slightly modified version of the N.Korean Nodong-1, with a few tweeks to the guidance system bought from Russia, and they've had those for ten years now.

When somethink like that is launched, timed with what's going on around the griping of the unveiling of their new nuclear facility, it's a "show of force", aka simple, straitforward fashioned sabre rattling.

Keep in mind that when nations do sabre-rattling "shows of force", it's done at least as much, if not more, to boost the psychology of their own citizens as it is to demonstrate anything to opponent nations.

You seem to be implying that Shabab 3 technology had a proven range prior to the test. What evidence exists that Shabab 3 had range prior to testing?

Ro-dong 1 has a potential range/payload capacity of 1,000-1,300 km/700-1,000 kg.

Based on equivalent technology from North Korean and integration with Russian guidance, a "Show of Force" is a more accurate phrase.
