I don’t see why not, there are many trained engineers in Russia, I think the figures bandied about in the United States are too high this country has lost its way when it comes to space exploration, if we made a determined effort to go we could have people there within a decade but we come up with so many reasons why it cannot be done not why it can.
It is really hard to believe reading all the literature that is out there on different types of propulsion systems that we cannot can create one that will get us around the solar system. It is a lack of will and funding. The NASA has barely grown for years and has not kept with inflation what the public does not realize is that there has been so many technology spin-offs because of the Apollo program. We are in real danger of becoming a second rate country.
