The ocean might give off Helium 3 out of the mantle via mid-oceanic ridges, maybe 3 Kg. a year, but there is NO such thing as "Helium 3 heat" so the short answer to your first question is: zero.
Helium 3 does not spontaneously undergo fusion on Earth and therefore produces zero joules and, so far, requires more joules in that you get out, so it's a negative number. Hydrogen is not helium.

Assume the earth gives off 4X10^13 watts over a surface area of 5X10^14 meter squared.
Assume one part in 6000 H20 is D20.
Assume each individual fusion of Helium 3 produces 5.4 Million Electron Volts or 10^-12 joules.
