Don't you even read the answers to your past questions? He was deposed in 1974 and died in 1975. Haile Selassie, during his rule, concentrated on foreign affairs and government reform and did little if anything to help agriculture. A famine was one of the things that led to his being deposed.

Later governments have also concentrated their efforts on war, both civil and foreign.

From time to time developed nations have tried to help. The German and Israeli governments have launched a joint agricultural project to help this year; but, it is rather small scale, only 1000 farmers in a country of 85,000,000 people.
