It depends on how you define "supercarrier".
The general method is by "displacement".
It used to be that a supercarrier (term first coined by the New York Times in 1938) was a carrier with displacement greater than 20,000 tons.
Later on, in the 1940's, it was redefined to mean a carrier with displacement greater than 40,000 tons.
These days, it's vogue in the US to describe a supercarrier as one having a displacment greater than 70,000 tons, because the US has carriers with displacements larger than that, but the largest Russian carrier has displacement of 65,000 tons.
By that definition, the US has supercarriers, and Russia does not.
Q: Can Russia compete Ship for Ship with the US?
A: Probably not, but they're not trying to cover as big an area. They don't have the same far-flung interests to guard as the US, and for what area they do have to protect, they can throw a punch with such force that you really don't want to get into war with them unless it's to be total.
Q: Who would win a battle at sea...
A: In navel war game excercises, the side with the most subs always wins.
Q: ... and where would the battle be?
A: Well, if the Russians had it their way, it would be in the Arctic Ocean.

A: Russia currently has only operational carrier: the Admiral Kuznetsov
It is less advanced than the USA couterpart, but there is a new
carrier class in developement. However Russia strategy is supposed to be based on land-based long-ranged bomber strikes and submarine attacks.
Q: Can Russia compete Ship for Ship with the US?
A: At this point : no. Russian equivalent of the AEGIS fire control system is not as effective. Missiles also.
Q:Who would win a battle at sea and where would the battle be?
A: Who would win depends strongly on circumstances, but the place of battle would be The Greenland Iceland Uk Gap (GIUK gap)
because the of the Russian navy heading for Atlantic Ocean, and the Black Sea because of the Russian fleet breaking into the Mediterranean.
I recommend reading "Red storm rising" by Tom Clancy.

I'll have to reread "Red Storm Rising" - I didn't believe the scenario was believable at the time. Are you suggesting the scenario is probable?
