It looks like 1500 plus people believed the warning was real and went to high ground.
It is sad when anyone loses their life in something like this, but if there had been no warning system perhaps the count would have been much higher.
It make take a lolnger time to find out how many heeded the warning and just did not make it to the evacuation point.
The warning was cancelled as the news points out and the count will not stop at 14 people. They are not sure where some people are and how many will never be found.

Did the Tsunami early warning system work to save lives in Samoa? What areas of Samoa were hit by the Tsunami?

Some people thought the warnings were a joke. What caused the break down of the effectiveness of the early warning system?
It does seem that large numbers of people were reacting and gathering to safety.
* Up to a 100 people were thought to be swept out to sea.
*12 foot wave of water hit the Samoan shore
* Evacuation to the mountains occurred around Apia. 1500 people gathered at an evacuation point in Apia.
* Pago Pago was swamped, Air port road severed
* Some fishing boats made it out to sea
* Roads were jammed
* Some villages were washed away
