There is no direct evidence of boat building by the Temple Mound Builders.
There is one mound showing signs of the builders having been familiar with alligators, which did not live that far north, so it's presumed that they were at least able to build boats capable of going up and down the Mississippi, although no such boats, nor even drawings, fragmentary remnants, nor miniaturized toys of such boats have been found.
The Temple Mound Builders were very enigmatic, and didn't leave many clues as to what they were about other than their Temple Mounds, although LDS believe that their founder, Joseph Smith, was able to crack the secret of the mystery of their origins.

Oceanic travel seems be more likely than the Berring Strait migration. The Altai were nomadic, however, I'm not finding alot of evidence to indicate they walked from Siberia to Alaska. Have you discovered any Altai migration information?
