The Chinese may well have been able to determine latitude from the stars, but the problem of determining longitude is harder: the key is to have an accurate means of measuring time. Dava Sobel's book Longitude (http://en.wikipedia.org/wiki/Longitude_(book)) provides an excellent overview of the history of the challenges of tracking longitude.

It seems the Chinese had maps using Polaris that show right Ascension angles and star constellations for 1049 days. The global maps were accurate enough for Columbus to use to navigate to America.
