Sort of, if the data is packetized.
If the data is not packetized, i.e. if it's synchronous, then there's very little resemblance between network traffic and automobile traffic, although synchronous data networks can bear a thin resemblance to railroad traffice.
However, even if packetized, you still have to get around the "problem" (if you want to call it that) of how data packets can move at the speed of light, whereas cars cannot, such that it's not a problem to route data traffic through long, roundabout detours, whereas that is definitly a problem for cars, which are slow and clunky by comparison.
