Name this movie: Detective in a magic modern-day universe trying to solve a case vs a man dressed all in white. Scenes described in details.

I remember 2 scenes specifically, but beyond that not any details.
1 was the man in white killing a black man who'd failed at some task using the toilet paper from the bathroom to fly out and cut him up.

The other scene was the man in white writing a curse on the back of the detective's check, and passing it to his table. The detective checks it out, freaks out, and runs back into the kitchen after the waiter to try and figure out who applied the curse. Then a demon pops out of the pot the cook was stirring, and attacks the cook. They lock the cook in the back room and he runs.

I know its vague, but maybe someone knows that this movie is. Been bugging me for years.

sounds like you picked a bad week to stop taking acid.

this is the sort of stuff that happened in Douglas Adams' book _Long Dark Teatime of the Soul_ but didn't.

I'll be checking back to see if someone knows what film you're asking about. Sounds almost intriguing.

It was from a good while ago, maybe even like 10 years (I don't really remember) and it was on TV so I'm not even sure if it was TV only or TV & Movie theaters... either way there were def no drugs involved :)

Well, it seems I can't submit an answer, so I guess I'll have to answer in a comment. The Movie is Called "Cast a deadly spell". It was never in the theaters since it was a 1991 HBO original movie, from when HBO actually did those kinds of things. Unfortunately there has never been an official DVD release of it. The only way to get it I guess would be if someone taped it and then uploaded it to some site...
