Governor Sanford shares concerns with some other governors when it comes to unemployment compensation. In some respects the funds from the feds have strings attached that would potentially result in making a state's unemployment compensation fund insolvent. My own state's governor, Jim Gibbons of Nevada, rejected the unemployment portion of the package because Nevada got the tiniest portion of the overall pie and the funds would have only covered an additional month in the system while bringing in pretty nasty strings attached.
Not all of the stimulus package was a good deal and if I were living in South Carolina I may well regard it that way.

I disagree with you--but oddly enough, I also find this a thoughtful, considered answer that brings up some salient points. What I disagree with you is that Sanford is rejecting things that the country really needs, in particular educational upgrades. Those education goals impact not just the state but the entire country; the economy is going through a huge shift right now and to give short shrift to education is just wrong-headed.
