This kind of reminds me of a spot on Penn & Teller's Bulls--t I saw a while back which was talking about various businesses in the "alternative medicine" industry, specifically a business called CuddleParty.
Basically strangers would lie down together and "cuddle" with each other, although no sexual stuff (e.g. dry humping) was allowed.
Granted it's not as cheesy as this skit. I think this really isn't a shining star among SNL's sketches. The goofy safe words from the various people is mildly amusing to me, but it gets old very fast.
Arguably, SNL jumped the shark years ago.

Seriously, I find SNL so hit or miss -- sometimes the news is the only thing worthwhile -- and the only thing that makes this remotely funny for me are the '70s-esque costumes and, for that matter, reference to a key party.
When I read the question, I was thinking the same thing as part of this article from Jossip (although it goes on to talk about his recent weight loss):
Horatio Sanz fell into that "fat funny guy on Saturday Night Live"
that always seemed to be hazardous for its occupants health. John
Belushi, Chris Farley, and their drug/alcohol problems automatically
come to mind. But by the beginning of the new millennium, Lorne
Michaels seemed to have learned his lesson, and picked an actor who,
while not quite shining like Belushi or Farley, seemed a lot more
emotionally stable.
To me, like Farley, Belushi, et al, Horatio was just another comic that got (gets?) laughs by allowing himself to be the stereotypical overweight, loud and obnoxious target.

My favorite part of SNL skits is when the actors lose it.

Horatio Sanz makes this video all it is. Just like anything else he is in. My favorite part of SNL skits is when the actors lose it.

Some people hate Horatio Sanz, but I love the dude. Between this character, his Aaron Neville and Ozzy Osbourne impressions, and various other characters he has played, he's always made me laugh. If you like this skit, try this one that he was a part of; this SNL skit is one I still laugh so hard at, I think because the actors can't even keep their composure.http://www.videosift.com/video/Debbie-Downer-Visits-Disney-World
