Roy Jones Jr. is an outstanding boxer, there is no question of that - but he peaked in the 90's and "only" held three IBF titles: middleweight, super middleweight and light heavyweight. At present he is NABO and IBC light heavyweight champion. No small feat, considering that he is 41.

Of late, he has had some notable losses and is probably at the end of his career, but judging him on his heyday, Jones was very, very good.

Considering the fact that Pacquiao is the first boxer to have held titles in seven weight divisions, the honor has to go to him. He has proven himself time and time again and at 31 he still seems to be getting better.

Roy Jones Jr. is the bigger boxer, but pound for pound Manny is the better boxer.

Roy Jones Jr. has been considered as one of the best boxers in his era and no doubt he was really good in boxing. He came out victorious against Bernard Hopkins which defined him as one of the best. However, he continues to box up to this day and has accumulated a number of defeats which he could have avoided by retiring upon learning that he is past his prime. Manny Pacquiao is considered the best pound for pound boxer today because of his talents and ability to defeat opponents who are bigger and considered heavier than him. He is the only boxer who achieved 7 division world title which is considered a very difficult to achieve since both Floyd Mayweather Jr. and Oscar dela Hoya are just 6 division world champions in their own respective careers.
