According to CDC stats, cigarettes cost an average of $0.38 per pack in 1970, the year Janice died.
Although it's not a precise number, the number was close to $4.62.
Someone living in CA may be able to give you a more precise figure on the cost of smokes back in the day. Also, the brand she smoked is a factor, which I cannot verify. Will post more if I can find it.

Great answer Carrie. I have a Rolling Stone from 1972 that has a tribute to Janis. It says she was clutching $4.50 in her hand at the time.
