right way to dress up a paper cut in finger for a kid

As is the case for most surface cuts, clean with alcohol or peroxide, put some antibiotic ointment on a band-aid, and cover the cut with the band-aid, making sure the ointment covers the cut. Then keep the finger as much as possible away from dirt and water. The next day remove the band-aid and see how the cut is doing. If it seems to be healing, replace the band-aid with another one, with some more antibiotic ointment on it, and the next day remove the band-aid and allow the cut to finish healing and drying in the air.

Note that this is for simple cases where the paper in question was not fouled with anything in particular. For cases where the paper in question was contaminated you may need to see a doctor or at least nurse practitioner. Also, if the cut does not seem to be healing, or if there is a rash, or the cut becomes very red and/or painful, go to the doctor immediately.
