What are the best ways to recruit a qualified unpaid intern in software development?

I'm looking for an intern to work an unpaid internship in software development. I get a ton of resumes, but most of these interns think that since they went to college somebody owes them something in an internship. What happened to interns who will work just for the experience or a very low wage and actually get something great done?

The best way to find interns is to contact Universities. If they can get college credit, they will usually work for less, or free. The University will normally take care of the education part, as long as you have a legitimate business. But you have to be offering the interns something in return. If you aren't going to spend time training them, then you're not fulfilling your side of the bargain. And sometimes interns require so much training and management that they are more costly than a regular employee. So choose wisely.

Also, as a general rule, internships during the summer are more likely to be paid than those offered during the school year.

I think what you are proposing is illegal because you will be violating labour laws by paying your workers less than the minimum wage. Note also that if you don't pay your workers you don't legally gain ownership of any IP they produce.

If you want to hire workers at less than the minimum wage your best bet would likely be to try and hire them in India or China. By having your workers work in another country you can get around US labour laws.
