I personally think it's a great idea!
It would of course be a very niche market; I'm guessing people with too much money for their own good, like business executives.
It would in no doubt be difficult to build clientele, but I think once you got a decent customer base, you could have a very devoted clientele.
You do have to take a few things into account though - people who enjoy their cars enough to have them constantly clean usually have them clean because they enjoy taking care of their cars. Also, the kind of people that have that much money might not trust you with their cars. You will also have to pay attention to water usage restriction in NY, and you'll have to carry proper identification, as I'm sure police coming across random people washing a car on a street would not go over well!
You have to have a place to hook up the hose, which most likely means noise for the customer, and you have to have some sort of light, which may not go over too well with the neighbours..
But i think with a few customers to start it off, it could definitely develop into a profitable small business!

Thanks for the answer. Actually, I was thinking that this would be low cost alternative to taking the car to the car wash. But the logistics issues that you raise need to be solved.
I find that the at home car detailers do a better job at detailing the interior of the car, but not at cleaning the exterior of the car.
Yes, in this case only the exterior will be washed.
Sure I probably would especially over the winter time but it would depend on how much the service cost, which would determine my frequency of using it.
A car wash around here has a $4 special. I was thinking like $2. But issues about water and light remain. I would also need a van.
