Puppies Behind Bars is an impressive program. I wonder if we have something similar in Central Texas (Austin area)?

Yes! Pathways to Hope - Prison Dog Project program. Search on Texas and you'll see a program in Lockhart Women's Prison. This question came up earlier about Canada...there are programs everywhere - dogs are great teachers - no matter where you 'live'.

Many countries in fact have programs that model the 'Puppies Behind Bars' program pairing high functioning and deserving prison inmates as trainers with potential service dogs or potentially adoptable shelter dogs - these programs have proved to be extremely successful both for inmate populations and for the service dog organizations and shelters.
This is the Paws in Prison project in Lockhart, Texas that works to adopt out dogs listed here: http://www.austindog.org/.
