You don't need anything. When you're at the character select screen, go choose your character as usual. Afterwards, you'll get a prompt to choose your Costume, Costume Color, Personal Action, etc, just like you do regularly. Except you can also go to Costume, hit left or right, and then you'll get a choice between Original and Alternate. Choose alternate for the new costumes.

Just look for where it says Original, and switch it. Simple as that. Now you can have El Fuerte in his chef's outfit. Super Dynamic Cooking Time!

Cheers lads. I downloaded the pack and assumed that what you guys said would happen, that the "costume" option would appear beside color and personal action, but that hasn't happened for me. HELP!!

Perhaps you've downloaded a pack different than your games region. For example you have a region 1 game but you've downloaded from UK store or vice versa...

Hey therealskinnyp,

As soon as you download the Brawler Pack, all the alternative costumes automatically get added to certain fighters. The alternative costumes get added to these five fighters: Zangief, E. Honda, Rufus, El Fuerte, and Abel.

When you start up a game mode(Arcade, Versus, etc), select one of the specific fighters and there should be an "Alternative" option under the "Costume" option. In addition to having a different costume for that fighter, you can also change the color, as well. There are 10 colors to choose from.

I would try restarting the game or the Xbox 360. But the game should have automatically detected that you downloaded the pack. Restarting should fix the problem.. hopefully.

Probably shoulda stated that I have a PS3! I've rebooted twice. Still nothing. Dunno what to do now. Thanks for all the advice so far guys.

No problem.

Ahh, right.. yeah, we have SFIV for the Xbox 360 here. I downloaded the pack myself just to make sure it works and it does. Not so sure about the PS3 version. May be a messed up download, possibly. Re-downloading it again may fix the problem and if not then, you should see about contacting Sony Costumer Support.
