You must unlock all shop items in the game, which is definitely a time-consuming task. To get all of the shop items to unlock, you have to do every side mission, destroy every target bounty, verify all HVTs, do all outpost missions, and collect every spare part. You do NOT need to do the challenges at your PMC HQ and you don't need to do any side missions that give out rewards that don't have "Shop" designated under them.
