Probably not long. Based on your profile, since you've already got VB experience, it's not a big leap to learn ASP .NET, particularly since you can use VB .NET as the code behind your ASPX to power your sites.
There are various books by Sam's on learning programming in "24 hours" or whatever, if those are your thing you could try obtaining one and you could pick up the basics in a few days or less.
It depends in part on your budget, how you learn best, and your general knowledge of programming.

• 24 hours is impossible. Actually I would like to build a web application with MS SQL as the back-end.
