I think this is a VS2005 versus VS2008 question. In VS2005 you went into the Tools > Options menu and then selected Text Editor > C# > Tabs in the Options window and then clicked "Smart" under the Indenting selection (to the right). This gave you the default indenting that we all know and love. In VS2005 you did not have this option for Plain Text, however, it only gave you "Block" indenting (or None). In VS2008 nothing in this regard has changed, you still get great indenting with C# and only block indenting with a Plain Text editor. So you cannot get smart indenting with just the base product. You will need an add in to get a different behavior. I recommend XML Spy, its pretty good, even for plain text editing.
