Pres. Obama just called a national time of unity at 3:00. Does anyone know if this is supposed to happen annually? or this is Pres.'s doing?

I did a search of the White House website where statements, briefings and executive orders are archived. I saw no reference to a permanent "time of unity" on any of these sources and could find no news that would warrant this event. I don't believe this would be an annual event without such documentation.
