The wording of this article from the BBC leads me to believe that the proper amount of rice is determined by both FreeRice.com's own personal statistics, based on user game play data, with the program overseen by the UN's World Food Programme, or UFP.
FreeRice.com's concept was developed by U.S. fundraiser Josette Sheeran, who also happens to be the executive director of the WFP.

As for the "proper" amount, I think that would be completely up to FreeRice to track thier own statistics. In the end, people are getting feed and people are learning about hunger in the world.

My guess would be the UN World Food Program. FreeRice is listed as a partner on the UN World Food Program site. Check out this link: http://www.wfp.org/how-to-help/individuals. You can also find more information about it here: http://www.wfp.org/content/freerice-web-phenomenon-games-new-school-term As for the "proper" amount, I think that would be completely up to FreeRice to track thier own statistics. In the end, people are getting feed and people are learning about hunger in the world.
