The 110th Congress was sworn in on January 4, 2007. After they were elected into the majority in November of 2006, this is the date where they took control of the House of Representatives and the Senate.
I should clarify, once the Dems took control of the House, there was no talk at all that they weren't in control. Speaker Pelosi has always had strong control of the House.
In the Senate, it's far more difficult. The Dems took a 51-49 lead, and although that looks like a majority, the GOP effectively filibustered all important bills that came to the Senate floor, forcing the Dems to get 60 votes to pass any legislation. So although the Dems were in the majority, they didn't exactly have "control."
This year, however, with (soon to be) 59 seats to the GOP's 41, the dems will have far more control in the Senate.

On what date did Democrats take control of both houses of Congress effectively?
There has been much debate on Twitter as to when Democrat members of Congress had actual effective control over proceedings. Some claims have popped up that even though there were Democrat majorities in both houses in 2006, that that didn't mean anything.
