This is the third time Ive seen this question asked on here. Forgive my plagiarizing my own answers:

The TARP bill makes no provision for sending stimulus checks to the public. That was the last one. If you filed your 2007 taxes and have not received a stimulus check you can still request one. However, the TARP bill (the one President Obama passed) is aimed at business salvaging and national infrastructure. In other words, it's there to create jobs

The stimulus plan does not include rebate checks the way it was done in the George Bush era. Instead, the taxes taken out of our checks will be decreased.

I have to wonder though, if they are taking less out of our checks, how many people will owe taxes next year, instead of getting a refund.
