Both orbs are located within Mt Coronet - Spear Pillar. You will find a room with a waterfall while travelling through Spear Pillar, and you might notice a cave - If you enter that cave you will see two items - they are the orbs.
As far as a team strategy, it depends on your levels. Both of them are lvl 70 - so high level pokemon capable of dealing good status attacks are ideal. If you don't have many of those, then mid level (50ish) pokemon with strong attacks are great as well. The perfect pokemon for this (and any legendary battle, ever) is one that knows false swipe - as false swipe cannot ko the enemy pokemon, only bring it to 1hp (at which point it's a snap to catch).
Watch out for Dialga's Roar of Time move - which is very similar to hyper beam.
Both Palkia and Dialga have the highest capture rates among the legendary pokemon at 30% each. I would suggest bringing 10 dusk balls just in case you are unlucky, but it shouldn't take more than 6 or 7 to catch both. If you bring along a quick ball and throw it at the start of the fight you could get quite lucky and not even have to fight them.
