The chinese god Feng Du ,is supposed to be the ruler of the hell.
Found some info about it after some websearch, which are quoted below taken from the sources refered.
----quote-------
The hell of Chinese mythology called Feng Du has differing numbers of levels according to the Buddhist or Taoist perception (the number go from 3 to 10). Each level of hell has its own king, tortures and responsibilities. One of the most common versions would be the hell with ten courts. The kings of these courts would be Qin-Guang-Wang, Qu-Jiang-Wang, Song-Di-Wang, Wu-Guan-Wang, Yen-Lo-Wang, Bian-Cheng-Wang, Tai-Shan-Wang, Du-Shi-Wang, Ping-Deng-Wang, Zhuang-Lun-Wang. These were probably the Gods of Outer Darkness Hark was praying to.

Feng Du is located on Ming Mountain, on the northern banks of the Yangtze River between Zhongxian and Fuling. Established more than 1,700 years ago, this necropolis is steeped in Taoist, Buddhist and Confucian lore, and is now frequented by tourists who visit the 75 temples and shrines dedicated to the gods of the afterlife.
