Where can I find helicopters on GTA apart from using a cheat for the annihilator?

Mahalo has a GREAT walkthrough for GTA IV (you didn't specify so I'm assuming)

and the first time you get access to a helicopter is Mission #58 Dust off:

You would have to complete all the missions to get to the helicopter, it's quite a few missions in because you have to unlock more of the map to get there.
