How come the police keep going after me when i fly the helicopter in Grand Theft Auto 4?

Whenever i fly the police come after me. Anyway to make flying legal?
like getting a pilots licence? if so where do i get it

I can't remember if that just makes you get in trouble if you fly the Annihilator, first of all.

Second of all, several locations get you in trouble, so you can't fly too far off of the island or over the airport without getting wanted.
