Yes, it is illegal. However, I did want to tell you that I have been asked this question MANY times by other people on other sites and many illegal copies of video games are either: a) not in NTSC format (which means that unless you have a PAL/NTSC format decoder it won't work as all previous gen consoles had their games region locked) or b) corrupted- either by users not ripping them correctly or the games themselves not being in great condition and thus not being read properly (hence not being copied properly). So my answer to many people is simple: don't bother with ripped games because they're illegal and half the time (or more than half the time) they won't work anyway.
I am a big ChronoCross/CronoTrigger fan myself so I can empathize with you, however I recommend you just bite the bullet and buy a used copy from Ebay or at your local game or movie store (many of which have old PS1 and PS2 games for dirt cheap).

How can I burn a PS1 game to play on my PS2 console?
First of all, I'm sorry if asking this is illegal. I tried burning Chrono Cross, a PS1 game, to play on my PS2 console modded with the Matrix Infinity 1.99 chip. I'm writing with DVD Decrypter at 4x speed onto a blank DVD+R, but when I put the disc into the console it says "the disc cannot be read" or something. I'm short on bandwidth for this month so I want to make sure whether re-downloading the game from a different source could help solve the problem, or is there no way to play downloaded PS1 games on a PS2 console?

• Sadly, in my country it is very hard to find stores which specialize in console games, and those which I find usually only sell a few games. Even the consoles are sold already modded because the only way to get good games, particularly the classics, is by downloading them. Nevertheless, many thanks!
